When the bait is a clear scripture stating what the nations stemming from Jacob will be in the last days, I think that is fair bait. You have to realize that Rome at the time of the NT was in control of Europe and so to include Rome in scripture is to include its territories that extended to the British Isles.

Why would North America be mentioned when it was not inhabited?

Israel is one nation, and it is Jewish, 'coming from the name Judah'. Ephraim is to be a distinct multitude of nations, so it cannot be Israel. Manasseh is to be a great nation. None of the countries east of Rome fit that pic. For 'great' you would have to go with India, China, or Russia. India is a different racial makeup.
